Choose the business decision.

Name the decision this measurement should support. Avoid a report full of numbers nobody acts on.

Define the starting point.

Use a specific period and an owning source. Keep missing information visible. Do not treat an estimate as a measured result.

Track the work and the outcome.

Record how often the workflow is used, the quality of the output, the time involved, and the customer or business result.

Include the cost of keeping it useful.

Count people time, software usage, review, fixes, and support. Gross time saved is not the same as money collected.

Compare like with like.

Use comparable periods and note changes in volume, staffing, or demand. Those differences may explain the result.

Choose the next action.

Decide whether to fix, continue, expand, or pause. Record the reason and the person responsible.
